DAR Adjudication Board-7 exceeds 2012 target

By Hazel F. Gloria

CEBU CITY, Feb 6 (PIA) -- The Department of Agrarian Reform in Region 7 (DAR-7) reported that it has exceeded its mandated target in resolving agrarian reform-related cases in 2012.

Through its DAR-Reform Adjudication Board (Darab), DAR disclosed that it resolved 2,284 agrarian reform-related cases in 2012, exceeding its mandated target of 1,311, said DAR-7 regional agrarian reform adjudicator Atty. Rosalio Kintanar in a press statement.

Of its total target, DAR-7 was to dispose 270 cases, while in Bohol, the agency targeted 370; 320 in Cebu; 320 in Negros Oriental; and 32 in Siquijor.

But with a strong commitment to reach the goal, Darab exceeded its target by almost 100 percent which is equivalent to 2,284 cases.

DAR-7 was able to dispose 495 cases while in Bohol there were 959 cases, 331 in Cebu, 456 in Negros Oriental, and 43 cases in Siquijor.

Kintanar explained the Darab office is a quasi-judicial court or body primarily to try, hear, and decide cases, disputes or controversies including just compensation for the Comprehensive Agrarian Reform Program (CARP) covered landholdings.

It is one of the basic components in the implementation of CARP as enshrined under Republic Act 6657, amended by Republic Act 9700, in terms of speedy delivery of agrarian justice.

Other cases handled by DAR adjudicators include farmer’s ejectment from the land, fixing and collecting of lease rentals, farmer’s reinstatement to or recovery of possession of the land, and cancellation of the Emancipation Patents (EPs) under PD 27 and Certificate of Land Ownership Awards (CLOA) under CARP, among others.

The exemplary performance of Darab-7 in the speedy administration of agrarian justice is mainly attributed to the strong determination and perseverance of the field adjudicators and personnel to maintain good performance.

DAR-7 regional director Rodolfo Inson, provided the necessary logistical support for an effective and efficient dispensation of agrarian justice in the region.

Inson also commended the good performance of Darab-7 during the DAR 7 Management Committee Meeting held at Northwinds Hotel, Cebu City on January 31.

Kintanar said that for 2013, Darab-7 had targeted to resolve 1,377 cases. Its office commits to surpass the target with more dedicated and higher degree of public service, accountability, and transparency consistent with DAR Core values.(rmn/HFG-PIA 7/DAR-7)
