"ARTA compliance" needed to claim workers PB bonus

TAGBILARAN CITY, May 22 (PIA)-- The bonus which government employees get for their performance will be given if the agency where the employee belongs, is now compliant with the Anti Red Tape Act (ARTA).

The Civil Service Commission (CSC) revealed this during the recent meeting of Bohol information officers network held at the Department of Education (DepED) Conference Hall recently.
The CSC, through its information officer Liezl del Rosario told members of the Association of United Development Information Officers (AUDIO) in Bohol that a CSC audit team would be evaluating ARTA Compliance and come in unannounced, anytime.
The audit, she said, would be largely based on 11 indicators which the team would see if these are complied.
Primary among the audit would be the office's compliance with the Citizen's Charter provisions, del Rosario pointed out.
Citizen's Charters (1) lists the office's frontline services, the step by step procedures in availing of the service, persons responsible, time and duration of the process and lists the fees of the service when availed.
The team would also look for the following posters: No Noonbreak (2), Anti Fixer Campaign (3) and No Smoking (4).
The office must also be able to put up a Public Assistance and Complaints Desk (5), and Call Center ng Bayan desk (6).
In the office bulletin board and prominently displayed would be the agency Honors and Awards program (7), the Anti-Tobacco Industry Poster (8).
Employees of agency or office must sport the required operational identification tags (9): where the picture and name of the employee is easily visible.     
Another thing, agencies and offices should put up a properly labeled and placed "Smoking Area" (10), which must be not less than 10 meters from the office building and not near any food stall or food source, CSC said.
Finally, if all things have been complied with, but when the CSC Audit team arrives and sees somebody smoking (11) in No Smoking areas, even if he is a client, the CSC can deny the compliance certification, and thus the bonus, according to the CSC. (rac/PIA7-Bohol)  

NOCCI, Canada ink deal to boost tourism in NegOr, Siquijor

DUMAGUETE CITY, May 22 (PIA)--  Negros Oriental Chamber of Commerce and Industry (NOCCI) and government of Canada signed a memorandum of agreement (MOA) recently under the  Local Governance Support Program for Local Economic Development (LGSP-LED) with Negros Oriental and Siquijor provinces.
This is to support both the private sector and local government to boost tourism investment and generate employment for local residents and eventually reduce poverty through local governance.
With this agreement, NOCCI, the Government of Canada, and the two provinces through LGSP-LED, agree and commit to collaborate for sustainable local economic development.
NOCCI president said, “The battle cry now is poverty reduction, if we can create one job that’s already a great accomplishment, providing a job to a single person can eventually help one family.”
This will also improve the business climate or local tourism economy to attract investments and generate jobs for the tourism sector in Negros Oriental and Siquijor.
The MOA plans to provide technical assistance for the capacity building of the LGU’s and private institutions.
LGSP-LED Philippines field director Francis Gentoral said the assistance includes investment forums, training of local and economic investment.
The geographical location of Negros Oriental and Siquijor is considered being suited for the investment of the tourism sector because the two provinces are one of the country’s tourist destinations.
Du challenged the private sectors and local government to make Negros Oriental and Siquijor the next Economic Tiger of the Philippines.
Since Siquijor is near to Negros Oriental, the tourists who visit Dumaguete automatically hop to the neighboring island.

“Canada’s bilateral development program supports the Philippine development plan of 2011-2016 by working to improve the investment plan and the competitiveness of the economic sector such as tourism and to increase the economic opportunities in the country and in the world,” said Stephen Weaver, Head of Aid of the Department of Foreign Affairs Trade and Development of Canada.
