DepEd Dumaguete intensifies ‘Mother Tongue’ education program

DUMAGUETE CITY, May 24 (PIA) – The Department of Education Dumaguete City Division has initiated a radio based program as a strategy in the implementation of Mother Tongue Based-Multilingual Education (MTB-MLE) to reach more students and parents.

Under the K to 12 Basic Education Program, the school division continues to implement the MTB-MLE this school year.

According to city school division superintendent Dr. Ramir Uytico the ‘Sugilanon sa Kahanginan” radio program had been a very big help to DepEd in the implementation of MBL-MLE as it widens the people’s knowledge on the dialect by reading and speaking Cebuano or Visayan phrases.

The MTB-MLE initially introduces 12 major languages in the Philippines which include Cebuano that aims to improve pupil’s language with socio-cultural awareness.

Uytico is proud to say that all over the country, only Dumaguete implements this kind of radio program for the children. “ I am very happy and grateful to know that our program is not only heard here in the province but it is heard all over the Philippines,” he added.

Mother tongue as a medium of instruction is a concept of learning that removes language barrier between the teachers and pupils, it is said.

However, Uytico also reacted on the issue about students who find this program difficult and unnecessary.  “The DepEd is still working on more different strategies and activities to be conducted for the students using the Cebuano or Visayan dialect,” Uytico said.

For the parents, the school official also said that they must understand and be open-minded for any possible changes in the community.

The radio program SugilanonSaKahanginan is supported by the 2nd district congressman George Arnaiz and can be heard on air in power 91 GYGB-FM and 801 DYWC-AM which will resume the first Sunday of July. (mbcn/jct/PIA7-Negros Oriental/with reports from Lovellein Catubay, SU Intern)

NegOr remains conflict manageable and devt ready province

DUMAGUETE CITY, May 25 (PIA)-- Negros Oriental remains conflict manageable and development ready province as confirmed by the Internal Peace and Security Operations (IPSO) Central Command here.

Commanding officer of the 302nd brigade, Philippine Army Col Allan Martin confirmed this during the Provincial Peace and Order Council (PPOC) meeting held recently at the old session hall of the provincial capitol building.

However, Col Martin suggested that an independent body preferably from the academe, religious sector, business sector, socio-civic organization and labor groups can make a separate assessment as to its validity.

Council members approved during the meeting that a technical working group headed by the Department of Interior and Local Government (DILG) and Bantay Bayanihan will convene the group with five members to conduct a separate study and assessment to confirm if Negros Oriental is indeed conflict manageable and development ready.

Meanwhile, the 302nd BDE, PA through its Bayanihan Team Activities (BTA) will conduct a simultaneous daily feeding with the local barangay health workers in three identified conflict-affected municipalities namely: barangays Pindawan and Tanlad in Ayungon, barangays Hagtu and Arebasore, Mabinay, barangays 3 and 4 in Siaton and barangay Candau-ay (dumpsite) in Dumaguete City.

The said project will be launched on June 5 at Bethel Guest House and will be attended by Dr. Donald Soriano, Bethesda Ministries Executive Director.

In another development, Engr. Franco Alpuerto, NegOr Provincial Engineer informed  the PPOC that the province has allocated some P220M for infrastructure projects and for the purchase of heavy equipment for concreting of roads especially in identified critical and far flung areas.

Engineer Alpuerto also confirmed that the provincial government submitted a project proposal for additional funding by the national government  for P230M specifically for road projects/improvement which he confirmed as already approved and once released will be due for implementation.

The Negros Oriental Provincial Police Office (NOPPO) also reported that the peace and order situation in Negros Oriental is manageable.

DSWD-7 kicks off Listahanan 2nd round HH assessment In CV

CEBU CITY, May 25 (PIA) -- The Department of Social Welfare and Development in Central Visayas (DSWD-7) kicks off its Listahanan second round of household assessment to update its database of the poor in the region.

DSWD-7 regional director Mercedita Jabagat said, the household assessment has already started here in region 7 and we have deployed our trained enumerators in the field.
DSWD-7 information officer for Listahanan, Kerwin Macopia said in Central Visayas alone, DSWD7 will assess more than 1 million households. There are 524,717 households target in Cebu while Negros Oriental has target of 240,134 households while Bohol has a target of 232,625 households and 18,794 in Siquijor.
Jabagat urged all households to cooperate once their enumerators will go to their houses and to give them the needed information.
In conducting the household assessment, information is gathered using the family assessment form (FAF), a four-page questionnaire with 52 observable and verifiable variables, explained Macopia.
Macopia added that the household will be assessed based on composition; the household members’ highest educational attainment and occupation;  features of the housing structure and access to basic services or facilities like water, electricity, and sanitary toilet, households’ ownership of assets and tenure status of housing among others.
Jabagat warned the community to be vigilant during the conduct of the assessment.  “There might be bogus or fake enumerators who will knock on their door and ask money before their household will be assessed. This is tantamount to extortion and we will not tolerate this kind of action,” Jabagat added.
Jabagay asked the public to immediately report to DSWD or to the Local Social Welfare and Development Office in case there are fake enumerators.

VP Binay updates  status of gov’t housing projects in NegOr

DUMAGUETE CITY, May 25 (PIA) – Vice President Jejomar Binay on Friday spoke with presidents of homeowners association in the province and informed them on the status of government’s housing projects for informal settlers in Negros Oriental.


Binay said there are housing projects initiated by the National Housing Authority (NHA) in Brgy. La Paz in Bais City which is subject to the issuance of notice to proceed from the developer.

The project is under the Resettlement Assistance Program for Local Government Units (LGUs) and the budget allocation is pegged at P23.9M. This will provide housing to 192 informal settlers living in danger areas in Bais City.

He explained that danger areas are categorized as places easily flooded when it rains.

Aside from this there are other proposed NHA projects in Dumaguete City, Tanjay City, Bayawan City, Guihulngan City and in the municipality of Amlan.

The housing projects in Dumaguete City and Barangay Maninihon in Bayawan City are awaiting for endorsement of site from LGU and are subject for evaluation of NHA regional office.

On the other hand, the resettlement project in Barangay Cadawinonan in Dumaguete City is already finished and is benefitting 451 informal settlers.

The Vice President also addressed the issue on the 3.4 hectare of land that will be supposedly used as a housing site for 399 families affected by typhoon “Sendong” that lashed the city few years back.

He explained the project could not push through because of the problems on payment of inheritance tax.  He said he had already discussed this with Dumaguete City Mayor Manuel Sagarbarria. The NHA, however, continues to look for solutions regarding this concern.

Meanwhile, the Vice President commended the homeowners’ organization for conducting assemblies like these that would strengthen the relationship between presidents and members of every homeowners association towards a peaceful community.

“We can call this people empowerment. Through this assembly, we enhance your capacity to lead your association effectively. This also provides you an opportunity to discuss and resolve your problems,” Binay stressed.

Vice Pres. Binay graced the the 2nd General Assembly of Southeastern Coast Homeowners Association Triad (Negros Oriental, Bohol and Siquijor) at a local hotel in Dumaguete City.

The goal is to strengthen your organization to avoid and eradicate corruption not only in your level but also in government agencies. We will also concentrate on Gender and Development  to help us deepen our understanding on the role of men and women in the development of their community,” Binay added.
