CEBU CITY, Feb 12 (PIA) --
Agriculture Secretary Proceso Alcala recently designated Joel Elumba, a native
of Surigao, as new officer-in-charge regional technical director (OIC-RTD), in
Central Visayas.
lumba is responsible for the Research and Regulatory services of DA-7 and the
regional livestock coordinator.
The RTD rose from the ranks and has an extensive experience in livestock
program management.
Elumba has served as a livestock inspector, artificial insemination (AI)
technician, and as superintendent of the Ubay Stock Farm in Bohol for 13 years,
the longest in the history of the animal breeding facility.
The DA official appealed for continuing cooperation in the area of agricultural
development work in a brief statement before his colleagues at DA-7.
He further said that challenges are easier to overcome and services are
promptly delivered to the people if there’s teamwork and cooperation in the
agency they are serving.
The RTD is married to a chemist Virgita Rosal with whom he has three children.
