BBL vows to offer lasting peace, economic impact in Mindanao

NEGROS ORIENTAL, June 8 (PIA)  -- Bangsamoro Basic Law would trigger economic growth and improve the lives of poor Bangsamoro residents that may set off peace and order in Mindanao.


This was cited in a BBL forum recently by Commissioner Salem Demuna of the National Commission of Muslim Filipinos as he also stressed that the proposed bill or Bangsamoro government does not separate from the Republic of the Philippines.

“It does not disunite the moro nation to the Filipinos neither did it claim to be the best solution for the warfare, but this forum reminds the public that the very essence on this is to help solve the peace and degenerating problems in Mindanao,” said Commissioner Salem.

Hopeful that the draft bill will be approved in Congress, Salem said the investors would no longer be anxious to invest but enthusiastic to bring more capital into the area’s agro-industrial zone and its abundance of natural resources.

This is supported by OPAPP Asec Jennifer Oreta saying the roadmap towards the creation of the Basic Law for Bangsamoro Autonomous Region (BLBAR) would provide the foundation for peace and development in the region as stated in the provisions.

Initially, in its first year of implementation, the  Bangsamoro government has a budget allocation of  P35 billion to be used for public health, education and economic development.

It is explained also that the BBL aims not only to promote peace and development in Mindanao but to the entire country by establishing a parliamentary and democratic form of government in some places of Muslim Mindanao, under the supervision and sovereignty of the central government.

Demuna clarified, as to why parliamentary and democratic is being proposed as the form of government saying the Bangsamoro practice is deemed suitable for the region, but there can still be changes in the congress and senate as the bill is still being examined.

“Hindi naman natin masasabing pag naging batas na ang BBL ay agad-agad malulutas ang problema sa Mindanao, dadaan pa rin tayo sa proseso, we had started this process in 1976 under the Tripoli Agreement, thus we hope to give BBL a chance,” Demuna said.

The Bangsamoro police will also be one with the Philippine National Police and remains under the administrative and supervision of the National Police Commission (NAPOLCOM).

National Peace Council member Floyd Gamino said the forum held in Dumaguete City hoped to clarify the misconceptions about Bangsamoro being unconstitutional and this followed the legislative procedure which is supported by Article X section 15 of the 1987 Philippine Constitution that states the establishment of autonomous regions in the country.
