DUMAGUETE CITY, Sept. 24 (PIA) –
Members of the Association of Negros Oriental Public Information Officers
(ANOPIO) had a briefing on Civil Service Commission (CSC)’s Strategic
Performance and Management System (SPMS) at the PIA-Negros Oriental office
today.
“(SPMS) strengthens the culture of
performance and accountability in the bureaucracy,” CSC-Negros Oriental
supervising personnel specialist Phoebe Tupaz told ANOPIO members.
Tupaz elaborated that the SPMS
concept is focused on linking individual performance in relation to the
agency’s vision, mission and strategic goals.
It aims to ensure that employees
achieve the objective set by the government organization and the said
government office achieves its objectives based in its strategic plan.
There are four phases in in SPMS
which are: performance planning and commitment, monitoring and coaching, review
and evaluation and rewarding and development planning.
Through this mechanism, supervisors
or heads of agencies will be able to know who among their staff needs further
training to improve their performance or is recommended for promotion based on
their performance ratings, Tupaz said.
Another purpose of the SPMS is it
serves as basis for promotion and in giving performance-based incentives for
government employees.
SPMS uses the Office Performance and
Commitment Review (OPCR) and the Individual Performance and Commitment Review (IPCR)
in rating the performance of the employees and to know if the government agency
achieved its target outputs for the year.
If an employee achieves 2
outstanding ratings in a year, he or she is entitled for a 2 step increment due
to meritorious performance. If an employee gets 1 outstanding rating and one
very satisfactory rating within two rating periods, he or she can get 1 step
increment. If an employee gets 2 very satisfactory ratings in a year, he or she
is entitled for 1 step increment.
The SPMS replaces the old
Performance Evaluation System (PES) in government offices. Government
offices should use the IPCR in their second semester rating for this year.
The briefing was initiated by
ANOPIO, in cooperation with PIA in line with the annual observance of the 115th
Anniversary of the Philippine Civil Service in September with the theme “Kayang
